Dear Hallifax,

The following is a short account of the material

circumstances affecting Mr. Kwik Djoen Eng's present

position at North Point, as derived from the correspondence.

1921

On the 5th September/he bought Marine Lots

Nos. 430 and 431 from the Government, and agreed to make

certain reclamations and to construct a sea wall to

protect the reclamation.

The Lots sold were with their dimensions and

boundaries set out on the sale plan, according to which

they had a frontage to the Shaukiwan Road of 1,307 feet.

The Government actually covenanted to surface and channel

the roads coloured green on the plan which included

ground abutting on the old Shaukiwan Road.

To his complete surprise after the sale he

discovered that it had been decided to move the road in

such a way that he would be deprived of nearly all his

frontage to the road. Consequently he found that the

entire aspect of his very extensive and expensive scheme

had been altered for the worse without his consent.

With astonishing good temper however he did not

attempt to insist on his legal rights, on which I do not

wish to enlarge at the present time, but entered into

negotiations with the Government to acquire the intervening

land.
